As the senior FSN supervisor of the Financial Management Center (FMC), maintains overall responsibility for the leadership, management, training, and guidance of the FMC’s 11 locally employed (LE) staff (2 Supervisors, 4 Budget Analysts, 4 Voucher Examiners, 1 Payroll/Allowances Examiner and 1 Financial Clerk). In coordination with FMO provides oversight and guidance to the 2 Class B Cashiers. Incumbent is supervised by the Financial Management Officer (FMO) or Management Counselor (MC) in the FMO’s absence. Oversees all FMC operations consisting of accounting, budgeting, vouchering, cashiering and internal controls / record maintenance & retrieval for $42 million in annual appropriated funds. Provides financial Subject Matter Expert advice to the FMO, MC and all Serviced Agency section heads and personnel on a full range of financial operations, plans, policies, and procedures. Responsible for ensuring that the FMC meets or exceeds ICASS service standards for all financial management cost centers.

BASIC FUNCTION OF THE POSITION: The incumbent reports to the Facility Manager. The incumbent is employed as a journeyman level Electrical Controls Technician to carry out skilled maintenance and repair work throughout the CAA and LAA Space of the New Embassy Compound/ (NEC) on critical and non-critical electrical components within the functional/officebuildings, on-compound ancillary support and residential buildings, above and below ground infrastructures, recreational facilities, and other owned/leased properties.
